Description of service
A unique information and analytical portal on trade barriers and restrictions in force on foreign markets with respect to Russian export goods. Today, this is the only tool in Russia with which exporters can familiarize themselves with the requirements of foreign markets, as well as forecast possible costs associated with the supply of goods to a specific export market.
The results of the study of the minimum recommended conditions that a company exporting services must meet to enter the market of third countries are presented in the Study of the Ministry of Economic Development of Russia, prepared with the participation of experts from the All-Russian Academy of Foreign Trade.
The interactive Navigator system allows searching for barriers and requirements of external markets by several parameters: country, type of measure, name of product, TN VED code. The Navigator also provides the ability to obtain information on import customs duties of foreign countries in relation to Russian export goods in a separate module dedicated to tariff barriers.
Navigator is:
- World map with distribution of tariff and non-tariff restrictions by country
- Country profiles with distribution of barriers by type
- Data on barriers and requirements of foreign markets for specific products with the ability to search by TN VED code
- General requirements for import of Russian products to the market of the selected country
- Database of customs tariffs of foreign countries taking into account the current trade regime between Russia and the partner country
Current classification of measures in the Navigator:
The Navigator is based on the UNCTAD classification of non-tariff measures, which currently most fully covers all possible trade policy measures that have an economic impact on international trade in goods and the implementation of export-import operations.
- Import customs duties
- Price control measures, including additional taxes and charges
- Quantitative restrictions, including tariff quotas, product licensing and other import permits, general bans on imports into the country
- Technical barriers – mandatory requirements for products and measures related to the procedure for assessing conformity with national standards and regulations
- Sanitary and phytosanitary measures – mandatory requirements for products of animal and plant origin
- Trade defense measures are anti-dumping, countervailing and protective measures used to neutralize the negative impact of imports on the market of the importing country
- Measures affecting competition that grant exclusive or special preferences to one or a limited group of economic entities
- Pre-shipment inspection and similar measures involving mandatory testing of goods before they leave the exporting country
